What EU Cosmetic Label Regulations Require
EU Regulation EC 1223/2009 is the cornerstone of cosmetic regulation in the European Union. Effective since July 2013, it governs the safety, labelling, marketing, and surveillance of all cosmetic products sold to EU consumers — from skincare and haircare to makeup, perfumes, and toothpaste.
The regulation applies to any brand — EU-based or international — whose products reach EU consumers. Non-EU brands must appoint an EU-based Responsible Person (RP) before placing any product on the market. The RP's name and address must appear on the label.
Key compliance areas include: accurate INCI ingredient listing, allergen declarations (updated under Regulation 2023/1545 to 80+ substances), claims compliance under EC 655/2013, safety assessment documentation, and CPNP portal notification before sale.
The 14 Mandatory EU Cosmetic Label Elements
Article 19 of EC 1223/2009 sets out the mandatory information that must appear on cosmetic product labels and/or packaging. Missing any element risks non-compliance:

Updated Allergen Requirements (Regulation 2023/1545)
One of the most significant recent changes to EU cosmetic labelling is Commission Regulation 2023/1545, which expanded the list of fragrance allergens that must be declared on cosmetic labels.
