We picked 3 top-rated products from Amazon.fr — Weleda, Satin Naturel, and Garnier — and checked each label against 14 EU regulatory requirements. Every single product had issues. Here are the full results.

Why We Did This

If you sell cosmetics in the EU, your label must comply with Regulation (EC) No 1223/2009 — the EU Cosmetics Regulation. This includes correct INCI nomenclature, allergen declarations, a named Responsible Person, claims substantiation, and more.

The landscape changed significantly when the EU expanded the mandatory fragrance allergen disclosure list to 80+ substances under Regulation (EU) 2023/1545 (amending Annex III of EC 1223/2009). Products that were fully compliant a year ago may now have gaps — especially those containing natural essential oils and botanical extracts, which often harbour multiple listed allergens.

We wanted to see: how do real best-selling products stack up? So we picked three popular face creams from Amazon.fr — a heritage Swiss brand, a German indie brand, and a French mass-market giant — and ran each through our 14-point compliance check.

Aloe Barbadensis Leaf Juice listed first (above typical solvents) — brand claims high aloe concentration, but Tocopherol appears twice in the list (positions 9 and 11), which is unusual and suggests a formulation listing error.

Responsible Person

German brand (since 2016), but Amazon listing does not clearly display Responsible Person details or full EU address. Must be present on physical label per Article 19(1)(a). Newer brands require particular attention here.

Key Findings Across All 3 Products

#1 Most Common Issue: Allergen Declarations Under the Updated 80+ List

All 3 products had allergen-related findings. The EU expanded the mandatory fragrance allergen list to 80+ substances via Regulation (EU) 2023/1545, amending Annex III of EC 1223/2009. This means brands must now declare far more individual allergens — including those naturally present in botanical ingredients like essential oils, flower waters, and plant extracts. Satin Naturel had zero individual allergen declarations despite containing jasmine oil, while even Weleda and Garnier (who do declare some) may have gaps under the expanded list.

#2 "Bio" / "Organic" Claims Without Certification

Satin Naturel markets itself as "Bio" without a recognised third-party certification (COSMOS, NATRUE, Ecocert). In contrast, Weleda holds NATRUE certification and Garnier holds COSMOS Organic via Ecocert. The term "Bio" is regulated in several EU member states, and self-declaration without certification may violate national regulations and EU claims rules.

#3 Triman Symbol Missing for Cross-Border Sales

Both non-French brands (Weleda from Switzerland, Satin Naturel from Germany) lacked the Triman sorting symbol on their visible packaging. This symbol has been mandatory for products sold on the French market since January 2022 (Article L541-9-3 Code de l'environnement). Cross-border Amazon sales are a particularly common gap — brands may not realise French-specific requirements apply when selling via Amazon.fr.

#4 INCI Nomenclature & Listing Errors

Satin Naturel had multiple INCI issues: "Glycerol Stearate" instead of the correct "Glyceryl Stearate", a non-standard coconut water designation, and Tocopherol listed twice. These may seem minor, but they are technical violations of Article 19(1)(g) and signal quality control issues in label preparation.

The most common problems — allergen declarations under the expanded 80+ list (Regulation 2023/1545), unsubstantiated "Bio" claims, missing Triman symbols for cross-border French sales, and INCI nomenclature errors — are exactly the kind of issues that trigger RAPEX alerts, retailer delistings, and market surveillance actions.

Notably, even the best performer (Garnier, backed by L'Oréal Group) scored 11/14 — showing that compliance is an ongoing challenge, not a one-time checkbox. The expanded allergen list alone means thousands of products across the EU need label updates.
